Case Study 1: Modernization of the Personnel Management System for the National Police of Haiti

Context and Challenge
The National Police of Haiti (PNH) used a personnel management system based on an architecture developed with Paradox, a software that became obsolete after more than 20 years of service. This system could no longer evolve, leading to major inefficiencies in the management of administrative and police data. Uncentralized Excel files were also used to fill the gaps, exacerbating the problem of data fragmentation.
Project Objectives
- Modernize the management system architecture while adhering to modern development standards.
- Ensure the complete and lossless migration of historical and current data to a new system.
- Integrate data from multiple sources, including the existing database and Excel files, without manual re-entry.

Approach
- Needs Analysis: In-depth audit of the existing system and business processes.
- Solution design: Development of a new architecture tailored to the current and future needs of the institution.
- Data migration: Development of custom scripts to extract, transform, and load data into the new system, ensuring its integrity.
- Validation and deployment: Rigorous testing to verify the compliance of migrated data and training of staff on the use of the new system.
Results
- Un système moderne, fonctionnel et évolutif, permettant une gestion centralisée et efficace des données du personnel (Incluant des dashboards, des alertes et notifications sur les tâches et suivis à faire, etc).
- A successful migration of 100% of the data without manual re-entry.
- Des utilisateurs formés selon leur rôle (Saisie, Consultation, Validation, Supervision, Direction, etc)
- A significant improvement in the reliability and speed of access to information.

Case Study 2: Development of the EvalNote School Administration System

Context and Challenge
Many schools in Haiti faced challenges in managing their internal processes, such as student enrollment, grade management, communication with parents, and tracking academic performance. These processes, often manual, lacked efficiency and did not allow for online interaction with stakeholders.
Project Objectives
- Design an integrated system that allows schools to digitize and optimize their internal processes.
- Offer online services such as access to report cards and transcripts for parents and students.
- Offer a scalable, user-friendly, and secure platform.
Approach
- Needs assessment: Meeting with school officials to understand the key processes to digitize.
- Solution development: Creation of a comprehensive system, EvalNote, capable of managing registrations, grades, the supply office, reports from the Ministry of National Education and Vocational Training (MENFP), and other administrative tasks.
- Online features: Establishment of a portal accessible to parents and students to consult academic information.
- Deployment and support: Training of teams and provision of continuous technical support.
Results
- More than 100 schools using EvalNote, transforming their internal processes and providing a better experience for students and parents.
- Rapid adoption thanks to a user-friendly interface and features tailored to users' needs.
- Gains in efficiency in administrative management and a reduction in human errors.
